近年巴拿馬經濟穩定成長，再加上地理位置優越，轉口貿易繁盛，國際金融服務便利等優勢，吸引許多跨國企業目光。近年來在巴國成立區域營運總部之跨國公司數目日增，連帶促成外人直接投資（FDI）金額成長，2013年巴國外人直接投資達46億5,130萬美元，較2012年大增17億6,390萬美元，增幅高達61.1%。
巴拿馬政府為引進外資，於2007年8月24日通過第41號法案，提供移民及賦稅優惠獎勵，成功吸引跨國企業至巴拿馬設區域營運總部（Sedes de Empresas Multinacionales（SEM））。至2014年3月底，依該法案前來巴國設區域營運總部之跨國企業累計已達109家，包括Maersk（丹麥）、Procter & Gamble（美國）、Inelectra（委內瑞拉）、Sinopec Corporation（中國大陸）、LG（南韓）、Roche（瑞士）、Caterpillar（美國）、Hyundai Heavy Industries（南韓）、AES（美國）、Total（法國）、Grupo Volconsa（西班牙）、Endress + Hauser Instruments（瑞士）、Western Union（美國）、Thunderbird（美國）、Peugeot （法國）、Halliburton（美國）、Pan American Life（美國）、Cemex（墨西哥）、Moffatt & Nichol （美國）、ABB（瑞士）、J.
